Description

The City of Snohomish (City) is issuing a Request for Proposals (RFP) from qualified planning firms or a team of professional consultants to (1) develop a public engagement plan and conduct a public participation program to obtain feedback on middle housing, including informational materials for the public with an emphasis on Snohomish’s community character; (2) prepare a racial equity and displacement report; (3) conduct an analysis and recommend policies to address anti-displacement and disparate impacts in housing; and (4) prepare a report summarizing changes to support middle housing including recommended changes to regulations, fee structures, incentives, and permitting procedures. The consideration and involvement of historically under-represented communities within Snohomish is particularly important for this project.
