Description
The purpose and intent of the Request for Proposals (RFP) is to solicit proposals from qualified firms to conduct an in-depth feasibility study of Durham County “Farm Campus.” Farm Campus is an idea that has been discussed for several years in Durham County. This RFP is intended to solicit proposals that explore the strengths and weaknesses of the idea to assess the likelihood of success. An assessment shall • conduct an analysis of land availability, including accessibility via public transportation; • describe economic, technical, and legal factors related to municipal land purchase for farm use; • identify important partnerships and/or stakeholders to involve in design and development; • determine design priorities and phasing/scheduling for Farm Campus; • identify potential risks and necessary mitigation strategies; • assess racial equity impact of potential Farm Campus implementation; • analyze Durham County Government capacity and staffing necessary for implementation and ongoing operation; and • provide estimates of up-front financial costs and ongoing operational costs for 10 years.
