Description

The Napa County Office of Emergency Services is issuing this Request for Proposal (RFP) to engage a consultant for a Continuity of Operations Plan for the County of Napa. The purpose of a Continuity of Operations Plan (COOP) is to ensure that critical business functions can continue or resume during or after a disaster, The County of Napa has experienced many disasters including the most recent COVID-19 pandemic. This has resulted in the need to develop a COOP and identify Mission Essential Functional Areas (MEFA). The County of Napa has strengthened its plans within in hazard mitigation and emergency operations plans but is seeking a consultant to develop the county’s COOP plan. As a baseline of preparedness for the full range of potential emergencies that may affect Napa County, all agencies should have in place viable Continuity of Operations capabilities.
